ABSTRACT

In December 2019, a novel coronavirus broke out in Wuhan City, Hubei Province, and, as the center of the coronavirus disease 2019 (COVID-19) epidemic, the economy and production throughout Hubei Province suffered huge temporary impacts. Based on the input–output and industrial pollution emissions data of 33 industrial industries in Hubei from 2010 to 2019, this article uses the non-parametric frontier analysis method to calculate the potential production losses and compliance costs caused by environmental regulations in Hubei's industrial sector by year and industry. Research has found that the environmental technology efficiency of the industrial sector in Hubei is showing a trend of increasing year-on-year, but the overall efficiency level is still not high, and there is great room for improvement. The calculation results with and without environmental regulatory constraints indicate that, generally, production losses and compliance costs may be encountered in the industrial sector in Hubei, and there are significant differences by industry. The potential production losses and compliance costs in pollution-intensive industries are higher than those in clean production industries. On this basis, we propose relevant policy recommendations to improve the technological efficiency of Hubei's industrial environment, in order to promote the high-quality development of Hubei's industry in the post-epidemic era.

ABSTRACT

The transportation industry is characterized as a capital-intensive industry that plays a crucial role in economic and social development, and the rapid expansion of this industry has led to serious environmental problems, which makes the eco-efficiency analysis of the transportation industry an important issue. Previous research paid little attention to the regulatory scenarios and suffered from the incomparability problem, hence this paper aims to reasonably estimate the eco-efficiency and identify its evolutionary characteristics. We measure the eco-efficiency and the corresponding global Malmquist–Luenberger productivity index using a modified model of the data envelopment analysis framework, in which different regulatory constraints are incorporated. Based on the empirical study on the transportation industry of thirty provinces in China, we find that the eco-efficiency of Chinese transportation industry experienced a slight increase during 2015–2016, a sharp decline during 2016–2017, and a continuous rise since year 2017. The Middle Yangtze River area was the best performer among the eight regions in terms of eco-efficiency, while the Southwest area was placed last. The global Malmquist–Luenberger productivity index showed an earlier increase and later decrease trend, which was quite consistent with the reality of the variation of inputs and outputs and the emergence of COVID-19. Moreover, the best practice gap change was found to be the main driven force of productivity. The empirical results verify the practicability of our measurement models and the conclusions can be adopted in guiding the formulation of corresponding policies and regulations.

ABSTRACT

Sustainable economic development and green recovery in the post-COVID-19 era in China requires consideration of natural resource dependence (NRD) and environmental regulation (ER) of CO2 emissions. Based on panel data covering 2008 and 2018 in China, this paper explores the impacts of NRD on carbon emissions and the moderating role of ER. In addition, the heterogeneity, asymmetry, and mediating mechanism are investigated in this study. Following are the main conclusions: (1) Decreasing the dependence on natural resources and strengthening ER can effectively cut down CO2 emissions, and the enhanced ER can reduce the contribution of NRD to CO2 emissions;(2) the positive influence of NRD on carbon emissions are consistent in various regions, while the influence of ER on CO2 emissions is negative in areas with high levels of NRD;(3) the reduced natural resources dependence can accelerate the carbon emissions reduction process indirectly by causing a reduction in China's total energy demand and coal consumption and accelerating the green technological innovation. The findings present several policy recommendations for achieving carbon emissions reduction.

ABSTRACT

Single‐use plastics (SUPs) are increasingly polluting terrestrial, coastal, and marine habits, contributing to the creeping “plastic crisis.” The COVID‐19 pandemic provided a window of opportunity for decision makers to change the degree of urgency and responsiveness to this crisis and for policy entrepreneurs and industry who are against reducing plastic consumption to influence decision makers to change their position on various plastic‐related issues. Hygiene/health concerns have been used as a justification by governments and industry to increase the use of SUPs resulting in a reversal in, or a reprioritization of, policy decisions. Through the Multiple Streams Framework (MSF), I examine how creeping crises become secondary to urgent crises through agenda setting that is influenced and leveraged by policy entrepreneurs. ABSTRACT

The global economic recession caused by COVID-19 has posed a severe threat to the feasibility of renewable energy projects, hampering the United Nation (UN) sustainable development goals. Sustainable financing (SF) is a crucial instrument for promoting investment in renewable energy (IRE) sources, as it is regarded as a crucial aspect in achieving long-term sustainability. This study sheds insight on the impact of SF, geopolitical risk (GPR), economic growth (EG), and environmental regulation (ER) on IRE sources by evaluating 10 years of data from 35 Chinese energy businesses from 2012 to 2021. The data analysis is done by utilizing quantile regression and dynamic analytic techniques, demonstrating that SF, EG, and ER have a significant positive effect on IRE sources. However, GPR has a significant detrimental impact on IRE in China. This is one of the early studies to examine the crucial role of SF, GPR, EG, and ER in IRE, which is critical for environmental sustainability. In addition, it provides policymakers and environmentalists with crucial insights for developing and executing environmental strategies that can deliver long-term benefits and meet SD goals.

ABSTRACT

High-quality sustainable development is the common goal pursued by all countries in the world. China's high-quality development (HQD) includes five concepts of "innovation, coordination, green, opening-up, and sharing ". In this context, we established an evaluation system that included these five fundamental characteristics, used the comprehensive entropy method and BP neural network to evaluate and predict the high-quality development of Hubei Province in China, and conducted a spatiotemporal deductive analysis. The study found that: 1) Economic growth still has an important impact on HQD, for all the five main indicators, "opening-up " and "innovation " have the highest impact weights, which are 0.379 and 0.278, respectively, while the proportions of coordination and sharing are both less than 0.1. 2) There are huge differences in the level of high-quality development between regions in Hubei Province. From 2010 to 2020, the average comprehensive index of Wuhan City was greater than 0.5, which is 7 times that of the second Xiangyang City, and 46 times that of the last Shennongjia district. 3) In the past few years, the overall high-quality development of Hubei Province has shown a fluctuating upward trend. However, due to the impact of COVID-19, during the following years, its comprehensive development index will decline by an average of 5% annually, but starting from 2022, it will gradually increase. As a result, tailored and coordinated sustainable environmental policies of integrating institutional and open-market measures should be provided.

ABSTRACT

Improving green energy efficiency (GEE) and promoting green economic transformation are important goals for China to achieve sustainable economic development in the post-COVID-19 era. Based on panel data of 27 manufacturing industries in China, this paper uses GMM model and threshold model to study the impact of environmental regulation and technological innovation on green energy efficiency. Our findings show that technological innovation promotes green energy efficiency in both pollution-intensive and clean industries, and its promotion effect is more pronounced in pollution-intensive industries. Environmental regulation not only directly improves the green energy efficiency of polluting industries and clean industries, but also plays a positive intermediary role between technology and green energy efficiency. The impact of technological innovation on GEE has a threshold effect of environmental regulation. When environmental regulation did not cross the threshold, technological innovation does not significantly promote GEE. The promotion effect of technological innovation on GEE will increase with the strengthening of environmental supervision. Therefore, the government should formulate reasonable environmental regulations according to the industry heterogeneity to vigorously promote the green energy efficiency of the manufacturing industry.

ABSTRACT

The deterioration of environmental quality has attracted the attention of the Chinese government and the public. The Chinese government has delegated part of the power of environmental regulation to local governments. To fulfill the KPI, local governments tend to loosen environmental regulations to attract more settlement of enterprises, thus leading to an increasingly fierce local environmental regulation competition. The improvement of people’s living standards makes it possible for the public to participate in environmental regulation. This article seeks to carry out the empirical study to interpret the relationship between local environmental regulation competition, public participation, and enterprise location selection through a random effects (RE) spatial Durbin model with 29 provincial panel data in China from 2004 to 2017. The results show that the provincial spatial spillover effect of enterprise location selection is significant. More intensified local environmental regulation competition can attract more investment but may harm sustainable economic development. Active public participation can effectively avoid the excessive investment caused by local environmental regulation competition and sustain economic development. Therefore, we should establish and improve the local environmental prevention and regulation system and establish an information disclosure mechanism to ensure public participation. ABSTRACT

Climate change and environmental issues caused by carbon emissions have attracted the attention of governments around the world. Drawing on the experience of the EU, China is actively developing a national carbon emissions trading market, trying to encourage emission entities to incorporate carbon emissions reduction into production and consumption decisions through carbon pricing. Is this scheme an effective market-incentivized environmental regulatory policy? Since China successively launched ETS pilots in 2013, the effectiveness of reducing carbon emissions has become one of the current focus issues. This study uses the difference-in-differences (DID) method to evaluate the impact of ETS implementation on emissions reduction and employs the Super-SBM model in data envelopment analysis (DEA) to evaluate the emission-reduction efficiency of eight ETS pilots in China. We find that the carbon trading policy has achieved emission-reduction effects in the implementation stage, and the greenness of economic growth has a significant positive impact on regional GDP. The establishment of China's unified carbon market should be coordinated with regional development. Some supporting measures for regional ecological compensation and the mitigation of regional development are yet to be adopted.

ABSTRACT

This article aims to contribute to the conceptual and empirical analysis of local environmental regulation in rural areas in the context of the covid-19 crisis and the climate crisis. The article offers an analysis of the relationships between the politics of climate change and Agenda 2030 in the context of current agrarian questions in three rural settings of Chile, Sweden and the US. Within this context, the article uses empirical material from fieldwork in three rural areas and it develops on and builds upon a conceptual framework to approach and discuss different types of state, problems of legitimacy and normative conflicts in the context of local environmental regulation. The comparative analysis offered in this article shows us the centrality of normative conflicts and issues of legitimacy in environmental regulation in the context of new agrarian questions in rural areas while facing some of the most important challenges for climate action. The article concludes by highlighting the importance, potential and limits of the experiences of local environmental regulation in the rural areas analyzed in the article with a focus on how these cases can be seen as alternative ways to develop environmental policy in more legitimate ways. It is important to know whether SARS-CoV-2 is spread through the air conditioning systems. Taking the central air conditioning system as an example, we analyze the mechanism and potential health risk of respiratory virus transmission in air-conditioned rooms and propose a method to study the risk of virus transmission in central air conditioning systems by investigating the data from medical experiments. The virus carrying capacity and the decay characteristics of indoor pathogen droplets are studied in this research. Additionally, the effects of air temperature and relative humidity on the virus survival in the air or on surfaces are investigated. The removal efficiency of infectious droplet nuclei by using an air conditioning filter was then determined. Thus, the transmission risk during the operation of the centralized air conditioning system is evaluated. The results show that the indoor temperature and humidity are controlled in the range of 20-25 °C and 40-70% by central air conditioning during the epidemic period, which not only benefits the health and comfort of residents, but also weakens the vitality of the virus. The larger the droplet size, the longer the viruses survive. Since the filter efficiency of the air conditioning filter increases with the increase in particle size, increasing the number of air changes of the circulating air volume can accelerate the removal of potential pathogen particles. Therefore, scientific operation of centralized air conditioning systems during the epidemic period has more advantages than disadvantages.

More recently, the COVID-19 pandemic outbreak has created massive economic policy uncertainty (EPU). EPU and its economic fallout have been a hot topic of study; however, the impact of EPU on CO2 emissions has been seldom addressed to date. This paper investigates the effects of the EPU on CO2 emissions. It elucidates the role of EPU in moderating the environmental regulation-CO2 emissions nexus at the national and regional levels using the panel data model and provincial panel data from 2003 to 2017 in China. The main empirical results are as follows. The EPU has a negative impact on carbon emissions; however, this relationship is non-significant even at the 10% level in the central and western region datasets. Environmental regulation positively increases the CO2 emissions implying that the green paradox occurs in the whole and western regions datasets. From the perspective of the moderating effect of uncertainty, EPU exerts a positive impact upon the environmental regulation-CO2 emissions nexus in the whole and western region datasets. The moderating effect is not significant in the eastern and central regions. The results demonstrate that the re-examination of the EKC hypothesis is inconclusive. Kuznets relationship between economic growth and CO2 emissions for the national, eastern, and central samples was confirmed. In contrast, CO2 emissions monotonically rise as GDP grows for western datasets. Based on the overall findings, some policy implications were put forward. We recommend that the local government should consider EPU to improve the institutional environment. Further, different regions should implement various environmental policies according to regional conditions maximizing the emission reduction potential.

ABSTRACT

The slow-down of the Chinese economy and the depression in the global economy during the COVID-19 show that governments should provide stimulus packages. These policies should be inclusive in terms of financial gains. Using the panel data of 30 regions in China from 2006 to 2016, this paper uses the Poisson Pseudo-Maximum Likelihood (PPML) estimator to analyze the impact of inclusive finance on public health. The results show that inclusive finance has a significant positive effect on public health. The performance of the eastern region is significantly better than that of the central and western regions. When we consider the combined effect of environmental regulation, the improvement effect of inclusive finance on public health is still significant, and the coefficient increases in the eastern region. Similarly, there is also a significant improvement effect in the central and western regions. Our findings reveal that environmental regulation promotes the beneficial effect of inclusive finance. Therefore, it is important to improve the inclusive financial development mechanism and enhance environmental regulation intensity for solving public health issues. Lessons related to the COVID-19 pandemic are also discussed.

The COVID-19 pandemic outbreak posed serious threats not only to global health but also to the worldwide development regime. The experts, economists, policymakers, and the governments expressed their pledges and determinations to adapt and mitigate climate change. Policymakers and governments have started adopting green growth and development strategies. The progress moves further to achieve green economic efficiency (GEE) to achieve economic, social, and environmental development. One of the major challenges has been promulgating and strictly implementing environmental regulations and policies vis-à-vis green growth and development. China, having the second largest economy, has started its voyage to achieve GEE. However, there are multiple challenges on the way to the green economy. The objective of the present stud is to analyze environmental regulation and GEE in China using fuzzy-based multi-criteria decision analysis. To serve this purpose, the study identifies 5 alternative strategies to achieve GEE while considering 10 criteria and 48 sub-criteria in the context of environmental regulations in China. The Fuzzy Analytical Hierarchy Process (AHP) has been employed to rank criteria and sub-criteria to the goal. The Fuzzy VIekriterijumsko KOmpromisno Rangiranje (VIKOR) method has been used to rank the alternative strategies of GEE. The proposed model unveiled resource efficiency and green purchasing as the best strategy to achieve GEE in the Chinese economy followed by local production. The study provides a comprehensive insight into the green development process to achieve GEE in the Chinese economy in the post-COVID-19 world.
